As germany I have units out of supply even though with in range of hqs and more then enough supplies.

well I Know what units arent getting supplies. I added a few formations to the OOB, even though the list a headquarters they are not suppled. wrk arouns is to just make new empty unit and transffer all the troops t tha unit and delete the offending one.
