what's the event or the date when the convoy route from France to Italy is available (playing Call to Arms) ?

Could ut be, that it is only available after the stop of the convoys to Serbia? I think it is only possible to send one Convoy per Country.

That's right, only one convoy per country is possible, so if Serbia is lost then sending one to Italy becomes possible.
