I have some airplane designs and a level II airport. All the planes are in the SHQ and I even created an air group that just has "grunts" in it. My design report says that air groups are operational, but I cannot figure how to access any planes. I set the map action to air recon or air but no hexes are highlighted. I can build them through the "replace" troops command, but they just sit in the SHQ. Couldn't get the "transfer" command to move them either, as the choices were just grayed out. What am I doing wrong? Thanks in advance!

Sveral Subunits (10 Planes/10 Vehicles/10 Tanks/100 Soldiers) need to be formed into units - either large formations with a OHQ or Independant units - before they can do operations.

When you use "Raise Formation", you get a option to use troops already in the SHQ. Any you can not source this way are build on demand.

Note that new Units spawn with no action/movement points and low readyness - you can only use them next turn.

Since you had to ask, I ahve to asume you started on Techlevel 3?
Because on Techlevel 4 you start with Recon planes.

Generally Techlevel 3 should be considered a extra-hard mode. It is not something I advise to any new player or anyone testing out a new mechanic.
