[WAD] Quick Turnaround rearm time issues

Only if rearming from Quick Turnaround to Quick Turnaround do we get Quick Turnaround rearming time. Unsure if WAD, see reproduction.

Reproduction, using Sahel Slugfest scenario

1) Play as France
2) Open the Charles de Gaulle facility
3) Select some of the "A/A: Meteor, Standard CAP" loadout. Notice Quick Turnaround is disabled
4) Rearm to "A/A: Meteor, Maximum CAP". Enable, in the rearm window, Quick Turnaround.
Notice ready time is 3 hours.

Now reload the scenario.
1) Play as France
2) Open the Charles de Gaulle facility
3) Select some of the "A/A: Meteor, Standard CAP" loadout. Notice Quick Turnaround is disabled
4) Enable Quick Turnaround
5) Rearm to "A/A: Meteor, Maximum CAP". Enable, in the rearm window, Quick Turnaround.
Notice ready time is 30 minutes.

Now reload the scenario.
1) Play as France
2) Open the Charles de Gaulle facility
3) Select some of the "A/A: Meteor, Standard CAP" loadout. Notice Quick Turnaround is disabled
4) Enable Quick Turnaround
5) Rearm to "A/A: Meteor, Maximum CAP". Do not enable, in the rearm window, Quick Turnaround
Notice ready time is 3 hours.

Conclusion: Only if rearming from Quick Turnaround to Quick Turnaround do we get a 30 minutes rearming time. Is this WAD?

I investigated this issue and I believe it's working as intended. To explain, when you first click Enable Quick-Turnaround in the primary interface, it enables Quick-Turnaround for that aircraft with that loadout. If you select a different Loadout (Maximum CAP) in this instance, you have the option of ordering that new Loadout into Quick-Turnaround or not. A player may want the option to choose a new Loadout of a similar or even the same type without Quick-Turnaround enabled to avoid the possibility of draw-down time etc.
