I'm currently playing the 1943 campaign as the Germans and I'm having a problem with my garrisons. On paper, every requirement is fulfilled, even exceeded, but I'm getting a huge point deduction every turn. What's wrong?

you don't have security regiments at the designated locations? Not got the game open so I can't check but that is the most common mistkate

I don't, it's much harder to get the CV req with them on the hex so I didn't bother using them. I'll get them to these hexes and see if it works.
