[1.08.05] Asset construction inconsistencies

The values between these two screens are inconsistent. The panel that appears when you click on the truck station image tells us that the production cost of a level 1 truck station is 1000 workers, yet it costs 1100. Likewise, it says a level 2 truck station has a production cost of 3400 workers, yet it costs 3700.

I'm seeing this happen with ALL types of buildings.

As an added balance suggestion, it's odd that upgrading a truck/rail station makes it less manpower efficient. If anything, it should be more efficient.

It's not *really* inconsistent : the construction screen just adds the upkeep and production costs together and shows you the final cost !

You pay upkeep, even during construction.

I see. I don't think it's obvious that those numbers are both production and upkeep added, as the arrow pointing towards the output makes it look like it's what is required to produce the output each turn, regardless of whether the building is in construction or not.
