Erich von Manstein Average 6.8?

Erich von Manstein commanding the LVI Mot. Crps has a PMIA MIA of 6898 881. He is ground only. The tooltip in the unit counter portrait says that he has an average of 6.8. How does he get such a low average?
I checked a couple of other generals. General Christian Hansen for example of the X Corps has a PMIA MIA of 7656 461 with an average of 5.0 in the unit portrait tooltip.

When I add all numbers and divide them by 7 I get 6.8. But why would his air (he is ground only) and political score be factored in? I don't think that was the case in WITE1.

Why is this in tech support? Is it causing a crash or game is unplayable?

I don't know about WitE2, but in WitE2 we do average in all of the ratings.

Because it says in the description of the tech forum "Please post any bugs or technical issues found here for official support."
As far as I am concerned this could very well be a bug.

It's not a bug, just a misunderstanding. All ratings are included in the average for all commanders in that tooltip. As the average it's only a quick guide and not used for game calculations, it doesn't really matter much that Air is in there. For gameplay purposes the various ratings are used individually and this is explained in the manual as to how and when.
