Probably a very stupid question, but is there a way of deleting saved games?

The old-fashioned way at present - go to your saved games folder (by default C:\Matrix Games\Gary Grigsby's War in the East 2\Dat\Save) and delete the folders/files you don't want.

Steam keeps the save files on cloud, so whenever you delete them it just restores them. Right click on WITE 2 in your Steam library then Properties>General and you should see Steam Cloud option there. Removing it should work.

The other option is to delete the saved games from your drive when you have wite2 opened in steam too. It then syncs up with the saves having been deleted and won’t add them back
