Would it be possible to add an option to disable first winter rules on the editor for custom scenarios?

that is an easy one, just go into the editor and allocate 'normal' to the 41/2 winter

all that is left is the axis supply malus in deep snow etc as that actually is part of the June 41-March 42 rules

I'm not sure that's true re changing from harsh will remove the penalties. I think the main impact would be you would get less heavy snow which would impact all the modifiers that come from that. If a hex ends up with heavy snow, it will still have all the negatives that heavy snow generates in the first winter.
