Create units as Sovjet and Axis and trade eqpt

Its fine that I cant influence how much of what I produce, however if I have equipment and soldiers I should be able to setup new units
If I have eqpt in surplus, like Me-109s, I should be able to use them in Axis ally units, yes they need to be withdrawn and retrained but still
