[1.08.01] Assassinate leader manual vs ingame stratagem encyclopedia mismatch

Hi,
in the manual chapter 5.7.2 page 241/242 Assassinate leader is shown as not requiring any regime feats, vs. in the ingame stratagem encyclopedia it is shown as requiring autocracy 50+.
Which version is correct? Because there was a discussion in the suggestions and feedback forum not long ago, I assume the change was planned but not implemented yet? Julius Caesar was assassinated in a republic, Martin Luther King Jr. clearly in a democracy, etc.
