Uncompleted/Ghosted PBEM games Victory conditions

1'st off this isn't a thread to name and shame players who don't complete PBEM games, for what ever reason.
God knows at the moment there a a multitude of reasons, someone may not be able to continue a PBEM game and also not be able to communicate that to other players they are currently playing. I am not going to list the reasons for obvious reasons, none of us knows how this C19 or its fallout has affected other players or their families.
But when you have been in a winning position and suddenly your opponent stops playing turns (and you can see through other's comment's that they are still playing other turns against other opponents) and your game times out and the result is a "Stalemate".
It's Very frustrating to say the least. If your opponent hasn't played their turn in the month it takes to time out, I feel that they should forfeit the game as at least a Major Defeat.
If someone has been seriously ill, and unable to play. I don't think they would think this is unfair.
What are your opinions?
