As far as I understood, the Strategic Bombing Campaign is a virtual one, managed by the Events on the basis of the Theater Box

Questions :

a) what LW units are considered in the Campaign balance?
only those in the WE Theater? and so, the LW units in the Germany on-Map part don't count?

b) what type of units are considered in the Campaign balance?
only fighter/night fighter units or fighter-bomber and FlaK units too?

Example : is it right to say that the Berlin's Flak units, in the Map Theater, don't count in the balance?

these count as they are in the target cities, if I recall German flak in places like Berlin and Munich etc are double counted - in theory they engage with any on-map Soviet efforts but they also count vs allied strategic bombing

Is there a way for the soviets to conduct strategic bombing? Even from the caucusus, the LR LB aircraft in the DBAPs of LR Command can reach Ploesti.

If you're the Soviet AI, then yes, every game starting turn 5 or so. They send suicide bombers to Brest Litovsk, Konigsberg, and other cities and get absolutely destroyed.
