[1.08.06] Can't build Mass Food Pool

I got the Mass Food Pool tech from a data archive strategum, but upon going to try to build one, there was no option for it anywhere in the construction lists.

The problem with the tech its than the description its wrong, what it does its than it duplicates the production of hydroponic farms

Ah, so it's similar to robotizing mining/industry tech in that regard? Yeah, that description could use tweaked.
