[1.08.06] Mining Techniques isn't researched by Applied council

Old error, but it's still with us. Mining Techniques remains the only linear tech that is not researched by the Applied Technology council (excepting Airforce linear techs, ofc). This seems like it must be an oversight, as all other linear techs were moved from Military or Economic to Applied.
