In later WitE1 patches, forts gave defensive CV according to their percentage, which is more realistic since they're extended efforts, not single forts that are either ready or not.

Example, rifle div with CV = 10:

Current WitE2 system:
No Fort : CV = 10
Fort 0(10%) : CV = 10
Fort 0(90%) : CV = 10
Fort 1(10%) : CV = 20
Fort 1(90%) : CV = 20

Improved "old" system:
No Fort : CV = 10
Fort 0(10%) : CV = 11
Fort 0(90%) : CV = 19
Fort 1(10%) : CV = 21
Fort 1(90%) : CV = 29

This was brought up during beta testing and it was decided against it because it would have negative effects on gameplay and would lead to a lot of offensives stalling and the war turning into a WW1 style war.
