Where can I find the number of CP's available and remaining during a move?

Command points don't change during a move/by moving, so I don't understand that context. But to see command points you can use the Commanders Report or see on the HQ unit card (numbers next to the tank icons). For a corps, for example it will say something like "8:9" which means 8 command points out of a total 9 command capacity.

I think its also top right hand side of the window?

If you mean CPP, you see them on the selected unit counter on the right panel - see 4.7.6 in manual
