Assiging a support unit to an HQ is charging 1 AP if the unit is a construction unit AND the HQ is currently in a town, if you move it out of the city is free.

If somehow it is not a bug is a very nasty problem (specially if you discover it in T6 with all those new construction battalions)

It's a known bug, although its' not 100% consistent (at least wasn't in my tests). We have had difficulty locking down all the attachment AP costs.

Workaround is to click on Assign Support Units, exit and click again. No cost then
