Inconsistent logistics behavior for troop replacement

At the moment there is inconsistent use of operational logistics between replacing vehicles or upgrading troops on one hand and replacing lost subunits on the other.
Upgrading/replacing will use operational logistics as expected. Replacing lost subunits will only be done if the unit itself is on a road. This happens all the time without any additional conditions needed to reproduce.
Example:
The OHQ unit is located 1 hex off a road with plenty of supply.

Upgrading the troops works normally, you are told that excess logistics points are available and as expected the listed pickup hex is different from the one the unit is on.

Attempting to replace lost troops in the same scenario results in the window saying that 0 logistics points are available and it's not possible to do so.

If the same unit is moved 1 hex to the road, you can replace lost troops normally.
