I thought that the forces started the game in basically pristine condition. However, the Germans, even if you do nothing, will experience production (non oil) upkeep for 3-4 turns, and the poor Italians for about a dozen turns. After these turns the production upkeep will return to zero.

What's being upkept?

If I remember some units are reduced in strength

According to the units report, there are no understrength German and 1 understrength Italian xx.

The only thing done on turn one is to increase the reinforce/upgrade to a big number.

Turn 2 shows Upkeep: German 67, Italian 29; and continues, per previous post, for several turns.

That is just how much is allocated. I set it to 50% of production at the start of the scenario. It doesn't mean it is spent.

I'm in failure to communicate mode...

Again, on turn one I increase the reinforce/upgrade higher than total production. I know that won't be spent if not needed. That's all that is done on turn one.

On turn two, without doing anything, just looking at the Build tab/Production I see that the Germans spent 67 on upkeep and the Italians 29.

I don't understand... the Germans upkeep should have been zero.

It is upgrades.
