Leningrad fortification dissapearence

Hi, I'm on Russian 18th turn and something amazing happen to me. Whenever I moved any unit by foot in or around Lenningrad hex its 5th level fortification just dissapear.[&:] It doesen't happen if I moved units by train. I guess it is a bug?
