what does this mean?

When I click combat value for 12th Pz,this comes up 41 Czech?Why?

There are a couple of different OOBs for the panzer divisions in 1941. 12th division uses the "czech oob".

Some Panzer divisions were mainly equipped with Czechoslovakian tanks. They're still Panzer divisions, just with different tanks, and had their depots, maintenance based around them.

Yes, Czech Panzer means it has primarily (or entirely) Panzer 35T's and Panzer 38T's, which are originally Czech designed and Czech made tanks that the Germans incorporated after annexing Czechoslovakia.

The panzer units seemed especially bad for differing OOBs depending upon when they were raised and outfitted, and last refitted. Several were assembled in '39 with Czech tanks, making them essentially light tank units (although I think they called the 38T a medium). They would be refitted when possible, but the German panzer production never matched what they needed.

The 38T was arguably a better tank the the early PzIII and almost definitely better than the PzII.
