Is it possible to switch the ai on every 15 turns or so to manage support units, re-assign hqs, and to sort of generally consolidate things us beginner players might have overlooked?

yes, you can dip in and dip out of the various AI-assists as you wish even in a MP game

The ai assist and ai switch appear to be greyed

how did you set the game up? If the AI-assist was checked then yes, you can only work using the F12 approach - 17.1.1 describes this
