Oil Upkeep Discount

Hello all!
Just a quick question!
Reading the manual, I see that any units with 'oil upkeep' on a hex with a map supply level of 9 do not suffer from their oil upkeep cost; the idea being they get their oil directly from the train etc.
I also see that Land/Air/Naval Units in ports essentially receive a 1/3 discount to their oil upkeep ( if I am understanding this correctly )
This led me to look at the map, where in turn I checked out the map supply level of ports. From what I see, all ports have a map supply level of 9. ( I may have unfortunately missed any that don't. ) Do map supply level of ports reduce after invasions? ( I have not tested this yet. )
Essentially, am I correct in saying that as long as a unit ( including naval units ) is on a map supply level of 9 ( which appears to include all ports ) there is no oil upkeep to consider for any relevant unit(s) at all?
I'm sorry if this sounded long winded and such. Just trying to get a proper grasp of things. Thanks everyone!
