So I had a carrier interdiction happening as the allies, but it says the Axis is attacking while at the same time listing my ships as the attacking carriers. So who is actually attacking? Also what triggers an interdiction? Will it always happen when a fleet is finishing its move nearby, despite relative strenght of the two fleets?

If the Axis are moving into an area they are the attackers.
If they get intercepted those units are the attackers in the battle. They are attacking your fleets.
