Possible bug allied MT and Japan fleet same hex

And appears I can select Japan fleets in Allied turn.
It's a bug someone else found that I am fixing for the first patch. Just move your ships off of the japanese for now.
Oddly I am surprised this bug didnt pop up in WarPlan Europe yet.
