I posted an issue with this group not being able to move yesterday on turn 1.

I have found a new issue. I convoyed 2 oil from US to NZ per turn and on turn 2 could now move this air group (oil use 3). However, it doesn't cost oil to move, and undoing the move added one oil to stockpile. Save attached, and persisted through to the next turn.

Same issue with Philippines USAFFE group. Assume it's a systematic fix.

Ah, this is probably from the 50% chance NOT to use oil if under 50% strength. Probably need to introduce a variable there for the undos to see if the coin flip worked.
