Marine Divisions and island hopping

The manual only states that
But I understood in the Strategy Gaming Dojo vids that they were the only one able to "hop" from an Island to an other 1 hex away without embarking. Not finding it in the manual makes me doubtful, could a classic infantry island hop too ?
And when you island hop on an enemy hex to attack it, is it considered an attack over a river (boosted by the "engineer" spe) ?
Marine Division – 10 strength, does not suffer damage when invading
next to enemy units, has slightly higher attributes than other infantry
type units, resists invasion landing damage
