Naval oil upkeep massively wrong

To prove the point reductio ad absurdum, I took the entire Japanese navy out to sea in the '41 scenario after taking all of the DEI turn 1. The total upkeep is under the oil production. This makes the game unplayable in 1.00, as the only leash for Japanese aggression (not to mention historicity) is oil...
Edit: Instead of screenshotting every single fleet I ran the turn a few times until everything was out of supply to demonstrate that they're not in port. Upkeep remained the same over the 3 turns.

Found the following digressions from the manual concerning oil:
1. Naval units at sea only cost 1 oil points per ship for upkeep, not the oil use values given in the table in the manual.
2. HQ units cost one oil point to move. Not really addressed in the manual so not really a digression.
3. Air Superiority Groups only cost 1 oil point to attack not 2.
4. All air unit only cost 1 oil point to move, not the oil use values given in the table in the manual.
5. Indian planes don’t cost any oil points to move. Not sure about attacking.
6. UK Large Infantry Corps, UK/USA Mechanized Corps, and UK/USA Armor Corps take +1 oil use. In the manual but not sure if
this is true or not.

I think this is an intentional rule change and not a bug. Both sides are low on oil in the beginning of the campaign. Japan has a huge army in China and there are only a few railroads. So many land units need oil to transport supply to them. You have an airforce you want to move and use in combat. The maximum of oil Japan can get is about 65. Under the old conditions (4 oil use for a modern BB etc.) it would be almost impossible to do anything as the Axis. The situation for the Allies (very low on oil) is similar at least in the beginning of the campaign.

The reason why you are getting different results is because the default data was set to WarPlan Europe. When I made the scenarios I manually changed the data and forgot to change the hard coded data.
The hard code has been corrected.
Also the manual is wrong. I believe after the manual was made I made oil changes to the units and forgot to update it.
Each naval unit uses 1 oil except battle groups with Heavy Warships which uses 2.
As for the entire Japanese fleet being out at sea at once..... Yea you can't do that. Oil is a resource to be managed.

Okay it’s understandable if you made a balance change. However the entire Japanese can still be at sea indefinitely. Just see my screenshot above.

This is assuming nothing happens. No subs attack lanes, no strategic bombardment, no land based air operates, etc, etc, etc.
You are also burning through all your production just to keep them out at sea.
