Why this japanese fleet cannot attack the US fleet ?

Is that a sub? Only surface naval fighting in heavy rain and blizzard.

The error message was not really helpful !

If you can attack a unit a red hexagon will appear.

Basically air units can't attack into heavy rain hexes and naval forces with carriers in won't engage in surface combat so carrier task forces can't engage forces in heavy rain hexes at all.

Interestingly they can sit on the edge of a heavy rain front and launch strikes out at clear hexes but they then won't be able to interdict any ships trying to attack them in surface combat.
