[1.09.02] Policy speech option to conquer an unknown city

When presented with policy speech decision you can get an option to promise conquering a city when you do not know its location.

There are also no coordinates displayed at this point.
In this case it's round 5 and I haven't found any other cities yet, which may or may not have contributed to the issue.
This doesn't look like something that could realistically be promised by a political leader, at least when it comes to the near future promises.
