How does Rad Treatment work?

I constructed these treatment facilities and now? Radiation stays unchanged for over 20 rounds.

Rad treatment doesn't remove radiation, rather it reduces effective radiation level for populace/soldiers using it. To actually remove radiation you need radiation cleansing facilities, which are unlocked by research in atomics section.
