I was playing a multiplayer game with some friends. One of them was the host. When we gave orders from the command map, with no units TC'ed we had Couriers sent from officers at every level which bogged down the game. Couriers were set to none in the options, was it an OOB or Host issue? We have not had this problem before.

Not an OOB issue. Sounds like 'Brigade Level' is set in the 'Custom Difficulty' settings. Maybe the host had that set in their MAIN 'Options' menu.
