Effectiveness rules?

Attacking seems to take 14% instead of the 6% stated. This was against multiple trash garrisons, so I don't think loss conversion played a role here. Also, on the Default Values for Land Units table, there are duplicated rows for Combat Eff. Cost and Move Eff. Cost (6% and 1% respectively).

Edit: Specifically, the Japanese 29th army on the Malay Peninsula took 14% for two battles. The 23rd attacking HK took 8% effectiveness with two casualties.

I guess without divulging the exact mechanics of damage, it's hard to parse? The manual says there's a 40% chance to convert unblocked damage into effectiveness loss. Are there really that many points of damage that this gives so much effectiveness lost?

Did you move?
Did you get hit by air?
If you attacked twice that's 12% right there.

Attacked twice for 14% each time, and moved three hexes, ending at 100-28-3 = 69%.

Two attacks 6% each. (2x6%) 12%
1% per hex, moved 3 hexes (3x1%) 3%

You lost a total of 31%.
I can account for 15%.
16% has to be accounted for.

Now, how many losses did you take?
By the way whether they are in garrison mode or not does not matter. A garrison unit defends just the same as a non-garrison unit.

One thing of note...

There was a change in WP Europe that I suspect Alvaro carried over...instead of "losses" units will lose effectiveness.

SO it is possible you were going to be "damaged" but instead took an effectiveness hit and no losses.

egg-zackley. It was a slight loss change from 40% to 50% conversion. The land system is the same.
