Is it possible to blockade a port with a submarine in raider mode? And does it have to be on the beach hex, when doing it against small islands?

Yup a single sub in raider mode can blockade any island from any hex adjacent to the port.

BUT do not forget...if they do that they are next to land and can be attacked by CVs...

Dangerous unless deep in your territory.

And surface ships.
