Modding Question - Spies

I was hoping someone could point me in the right direction. I'm trying to mod several things in regards to spies and spying:
1) Chance of spy spawning in an empire
2) Base chance of spying success
3) Base chance of spy getting caught
4) Effect that counter-spying has on the above numbers
Does anyone know how I can mod the above things?
