China Question

Many of my Chinese Armies have upgraded to 1941 Assault even though I am still on the 1940 Assault in the Advancement Tab. Am I missing something or is this the way it is supposed to work?
Some start that way...they won't upgrade beyond your current advancement.
Just a bonus they get for having fought the Japanese. Every little bit helps.
