Time Travelers in 1939 Scenario - French Div in Tripoli

I noticed this odd division in Tripoli in the 1939 scenario and the 1939 Italian option.
French Anti-Tank research is at 1939 with 365 days to go but this division beat everyone to it and has 1940 tech.
Is this somehow by design? If so what's the story there?
