C2 & SIGINT!

As well known, during WW2 Ostfront Battles, the C2 (communication & control) capabilities of German and Soviet were different.
Furthermore, one of the most important intelligence source, for both parties, was the SIGINT, above all for the identification of enemy's high level HQs (Fronts and Army's level formations). Soviets probably had less effective means, but used the maskirovka as a counter-measure.
I don't know if, in WitE, C2 and SIGINT are really taken into account in their essential role... Perhaps, C2 capabilities are implicit in the leaders'ratings... but, IMHO, it's not enough...
And, as far as I understand, the only in-deep-strat-intel source is based on air recon.
I think that a C2, plus a SIGINT and counter-SIGINT capability ratings, for both side, should be a very important add-on implementation ...

It is curious that despite the full FOW, the player still has full visibility of the status (and number of aircraft) of the opposing AOGs, during the AI phase ... to correct?
