Is there a way to set every unit under an HQ to refit?

Yes it's easy. You click on the hq unit then click refit on [:)]

I don't have a ready/refit thing on my HQs

Use the commander's report. Click on the button labeled "COM REPORT" on the HQ unit. Then click on the tab labeled "Refit/Reserve" and finally select "Refit".
