I suggest that worker policies should have an impact on worker loyalty and worker habit of leaving for free jobs somewhere else.

If you set your worker policy to "Hire and never fire" the workers should be happy about the salary stability, stay in place and have less incentive to leave for that food dome 2k miles away in that nuked and just conquered city.

I guess that also "Recruit up to a fixed amount" should be then less stable than "recruit if shortage" ? (Because the workers know that they won't get new jobs.)

But then "recruit up to a fixed amount" is something that I never really used, maybe it also should get a bonus to recruiting workers?
