Any suggestions what the focus for Soviet air directives should be for 1941?

have a look at some of the AARs. M60 has some interesting takes on the options (he certainly uses interdiction more than I would).

In the end, I'd say keep it simple. Don't be misled by having a decent number of recon planes, they won't be replaced so the goal is low level intelligence that gives you some idea of where the axis is. Beyond that, GS always pays off.

Don't get fussed about the losses, that is inevitable.

Don't underestimate the I-series stuff, if the LW isn't present they can do a decent job for you

Railway capacity bombing gives biggest payoff against AI. In my current game with AI morale = 115 most of Axis units were red in supply until winter heavy snowfall. So Kiev, Leningrad, Smolensk were never taken.

Most contribution came from LR command, but some bombers from fronts were invovlved too. And loses was really tolerable at least.

Now in march 42 LR is about 250 planes strong, most intresting regions covered by LW, so VVS role is to be rethinked.
