jungle fighter ability

I am wondering: Is the rule for jungle fighters really in use? I am playing the Japanese and they have this ability from start on. But combat reports are always showing the penalty for fighting in the jungle. So I am not sure about this.

Jungle shows up as a penalty but the Japanese mostly avoid it.

Thanks for the clarification, Alvaro. Maybe it would be useful to add a notification to the combat report. "jungle fighter bonus" as a modifier or something like that.

To be honest, I don't understand the multipliers at all, since they don't add up (multiply up) to the actual final.
My brain: I see 3:1 I right click.
