Could not find \v1.04.00\1914 Call to Arms.dat

I downloaded the game from Steam onto my wife's laptop and I see my opponents file dated today but this is the error message I get when I try to load the game turn. I works fine on my desktop at the house. All my games automatically download updates from Steam so I don't think it is a version number issue especially since it would be from both mine and my opponents computers.

\Users\<username>\AppData\Local\My Games\Strategic Command WWI\PBEM++\DAT\v1.04.00

This should resolve it for you,
