[1.09.04] Xeno farms rec'd w/max avg surface temp 16c below min xeno

Per subject. I have a fully-forested Cerubus planet where the temperatures range from 25c to 30c, but the minimum temp for xeno agriculture (full nutrition) to produce anything is 46c (and 155c is ideal). Recommended farming type, however, is xeno ag. Further, the pre-dissolution population was 1.4b, which seems in keeping with a fertile planet rather than a waterless planet mostly useless for farming and that would struggle mightily to produce enough water for dome farms. It seems like either the xeno temp range should be w/in the planetary temp range, or it should be treated as being a domed-only planet for agriculture. This is definitely not the first planet I've seen like this, either - it's not uncommon w/low-water planets.
I'm aware that the seasonal numbers are just averages, but after expanding aggressively for 3y and seeing ~20% of the planet, I saw just 4 hexes at 43c during a single season, and that was as close to arable as I saw. It just really doesn't feel like a waterless planet with (what I can only imagine to be) a fraction of a percent of its surface farmable at the maximum penalty should be populated like a planet with abundant and easy access to full-nutrition agriculture, let alone recommending open-air ag as the preferred farming method.
