I currently have a fleet at sea that consists of 21 surface vessels and 6 carriers. I thought stacking limit was 20? If I try to join another ship with the group it will not let me. Says stacking limitation is 20 though I currently have 27 ships stacked together.

Get a screen shot, sounds like a bug.

Playing as Japan I have a stack of 12 carriers and 22 surface vessels which I can move and attack with.

If you are right clicking several times while your fleet is moving, you can exceed the stack limit.
Alvaro said it is fixed for WPE in the next patch. Should be there for WPP soon as well.

Does the light carriers count towards the limit of 6 carriers in a fleet? In my game I can still have light carriers in addition to the 6 normal carriers.

Tried to test this more, seems that starting or ending at port allows this illegal merge.

There is still a stacking problem when clicking while a first stack is exiting a port.
