If it is true that fractional numbers are rounded down, then an upgrade from level 1 to level 2 would not improve the bomber's attack value against land units, which goes from 1 to 1,5 for medium bombers. Is that correct and (if yes) intended?

The upgrade will also increase the demoralization value of medium bombers, for Tac bombers it provides de-entrenchment.
I think it is also helpful against the target unit's AA fire.
