Editor-scenario

Hi,
I found a problem in editor. In Vistula Berlin scenario I change number of soldiers in german and soviet units to be more historical. For example I change in scenario editor one german division which is breakdown unit to 3 regiments. In every regiment I raise my support units to almost 100% and combat to 70% and when i start my game only in one regiment support unit is 100% and in other 2 66%. In combat units everything is okay. What can i do to change it? How can i raise number of support units in those 2 another regiments? Scenario editor show me that everything is okay but in game the numers are diffrent.
