How can I modify VPs for a scenario?

Specifically, I’d like to modify the main campaign so that it’s near impossible to win but also unlikely that the Soviets win too early. In essence, I’d like to get as far by 1943 and then see how well I can hold against the Soviets by 1945, without the danger of winning the game because I’m too successful.

Save a new scenario (with a new name).
Then go to Info Screens Menu, and the Victory Screen ('V').
There you can mod everything : location and value of VP, sudden victory and sudden death points

It's not very obvious how it works, at least it isn't to me. I deleted a Soviet VP from a scenario with the limited VPs (I think you can only have a maximum of 10 per side which correspond to the number keys) and can't for the life of me see how to add it back. With the free slot displayed with zero points and no hex, how do you select a new location hex and set the new point values? There has to be a hidden key combo, but I can't work it out. [&:]
