[s]This is an issue that's been around a while, and it might just be a design choice that I find counterintuitive, but it feels odd enough that it merits mention with the addition of another building that falls under this behavior.

If you build an asset that does not require a city to build, you can upgrade it to max level. However, if you build the same asset in a city hex, the city level will restrict how high you can upgrade the asset. E.g., Bunkers, Truck Stations, Solar Fields, Recycling Plants, Air Bases, etc. can be upgraded from I->...->V or VII on empty hexes, but in a Village, they can't be upgraded past I. Again, it's possible this is a design decision, but it seems like a really weird one - even moreso now that we have bunkers, where the implication becomes "the more civilian population there is in a city, the more thoroughly & effectively it can be fortified..."[/s]

Yes it causes quite an annoyance with airbases. The AI doesn't have this restriction so it can field front-line aviation no problem - but the player needs an upgraded settlement.

The level restriction on airbases applies both inside and outside the city hex - is that not the case for others?

OMG, how did I never notice that the zone level was constraining the level of the assets in the zone? I guess I've never tried to upgrade anything rural in small zones - and the zone I tested this in for this post was higher level than I thought.

D'oh, never mind, everything is consistent inside and outside cities...

Actually, I think I understand where I got this idea: I built up the hex where I was going to found a new zone, founded it, and then discovered I couldn't upgrade anything in it - it didn't occur to me that I'd been able to upgrade before based on the level of the zone I carved the new zone out of b/c the level 1 zone hadn't existed yet...
